Why are some opening TV credits formatted to list all the actors names but then randomly one character name?

Sometimes, in the opening credits of TV shows, the name of usually the
last actor listed is paired with the name of their character, but none
of the other cast is listed in the "and (actor name) as (character
name)" format. What is the reason for that custom?
